I see a lot of different people peddling a lot of different things. Should I go with pay per click ads? Should I enlist the aid of a url submit service? Do I need to hire an SEO or other type of marketing company? I don’t have a big budget so I’m not sure what to do. Thanks!

If you don't have a budget of $15K+ per year for an SEO consultant (which is far less than hiring a full time SEO) then I'd suggest the DIY method. There isn't one thing you should or shouldn't be doing when it comes to SEO --- you need to create a well balanced campaign and execute. Set up web tracking and analyze your logs daily, understand visitor behavior, track trends, and be proactive. A consultant or employee will do the same things you can do yourself, but instead you are paying someone to do it for you so you can focus on other things. However, a consultant will offer you strategy, experience, and expert recommendations. If SEO is not a part of your core business then you'll most likely need to hire a consultant at some point if you plan to take your business to the next level. SEO is marketing and therefore a long term budget must exist like any successful business --- even if this mean applying for a business loan. I hope this help.
