    This is a sad state of affairs, but with the current laws, the homeless person has the option of help or not, and if the help is given through taxpayers, we sort of want something in return, like rehab, etc...they choose not to get off the drugs and/or alcohol and stay away from anything that will stop them from using their happy stuff - making them eyesores on the streets and fair game for anyone wanting to get a 'thrill kill' for free - after all, if the homeless people don't care, why should we? Sure, it's wrong to kill them, but if they load themselves down with a thousand pounds of steel and jump into the water and drown, who you gonna blame? The ACLU who doesn't allow us to help them or the sickos themselves?
