How slow do you have to be driving in order to read the entire sign before you pass it?

A few summers ago, I saw a road sign on a mountain pass in Colorado that said, "During periods of heavy snow, chains are required". Someone had spray painted underneath that message, "Whips are optional".

I bet they have all sorts of horrible crashes on that stretch of the road as drives crane their necks around to try and read the damn thing.
I actually saw a sign on the Hollywood Freeway once, one of those huge green ones that covers the entire set of lanes. It said, "Ignore this sign."
