Feb. 5, 2007, 12:31 a.m.Thick, sticky blobs of oil have blackened beaches in the central provinces of Thua Thien Hue and Quang Ngai, and authorities are investigating whether an offshore well could be to blame, said Nguyen Tran Manh, vice director of the national center for oil spill responses.
"The biggest problem so far is the cause remains unknown," Manh said. "But the fact is that it is spreading."

Oil spills are going to happen, and when things like this do happen the old blame game comes into hand. I think it's just negligence.
