I remember being in Germany when I was younger and having my first legal alcohol. I ordered beer when I was 17. I am not sure I would want my children to be able to order beer or wine at such a young age today.

I think 16 is a bit to young to be going on drinking.

However if like in France and wine, if it is a family meal than it may be ok,

People are very naive when they think that people who want to drink, at whatever age, are not going to be able to do so. The problem in Germany has more to do with public outdoor beer drinking Bushido-listening teenagers obsessed with an inaccurately presented version of American hip-hop culture. I don't see any problem with a 16 year old drinking in a managed, controlled bar situation. In Germany, drinking is so ingrained into the culture that it would be very hard to change anything with laws. In America, home of the draconian 21 drinking age law, the net effect has been to squash and compartmentalize youth culture. Having played rock shows in venues with chain link fences inside to separate minors from the drunkards, I think that it has nothing to do with public safety or well being and is really just an excuse to interfere in people's (particularly young people)'s lives. These laws make minors more likely to use non-alcohol drugs (both legal and illegal)
