A code of conduct bans the kind of revenue-sharing between lenders and colleges that Cuomo has described as kickbacks. The nation's largest bank and 33 universities, including the University of Pennsylvania and New York University, have agreed to change the way they conduct their student loan business.

    The plethora of Student loan money as a major way to finance higher education is a major reason for the escalating costs.

    This is evidence that there is just too much of it available in that industry.
