    There has never been a genuine 'jurist' appointed to the Philadelphia Traffic Court. A genuine jurist would realize that in a minor criminal action (e.g. a parking ticket) you are not permitted to 'presume' (only presumption of innocence is permitted) that the registered owner (via license plates) was the person who parked illegally.

    In theory, the only way that a parking ticket (if a minor criminal offense) can ever be proved is if there are witnesses (or a confession) to the act. You cannot presume that the registered owner was the culprit. You can make presumptions in a civil case but not (usually) in a criminal matter, regardless of how minor the offense may be.

    The procedures of that court are unconstitutional on their face. They aren't concerned with ending illegal parking; they use parking infractions as a source of revenue.

    No one, as yet, has ever figured out where that revenue goes, however.
