But only $40 million has been used so far for disaster victims or reconstruction, according to U.S. officials and contractors. Most of the aid went uncollected, including $400 million worth of oil.

April 28, 2007, 11:20 p.m.$854 million in aid, and only $40 million used so far? And then we "short-change" Rita and Katrina survivors? What sense does that make? $400 million in oil?
My cynical view: we don't want to have to owe anyone anything.
