with its "guest worker" provision, the current immigration proposal now in Congress would create a 21st century version of the nation's failed bracero program in which tens of thousands of immigrants were exploited for use by greedy corporations in the mid-20th century.

    Any guest worker program needs to be modeled on the Canadian Seasonal Agricultural Worker Program. Some elements of the program

    administered by govt agencies in Canada & the emigration areas.

    Canadian farmers initiate the process - place an order - specify their labor needs, wages, etc. with Human Resources & Dev Canada at least 8 weeks before the workers are needed. These orders must offer a minimum of 240 hours of work in a period of 6 weeks, free housing & meals or cooking facilities, prevailing wage, or piece-rate wage paid to Canadians doing the same job

    Canadian workers are sought to fill these jobs first

    Employer can specify by name the workers he would like to hire - often the same workers return. If no one is specified, Mexican Ministry of Labor recruits workers to fill jobs

    Employers advance the cost of the round-trip between Mexico City & Canada. Most employers recoup about a 1/3 of the transportation cost in deductions from worker wages.
