Boy, 8, Kills Baby Sister, Police Say »

An 8-year-old boy dropped or threw his infant twin sisters down the stairs, killing one and injuring the other, authorities said. He is too young to be detained or charged, they said.

    The boy has a "diminished mental capacity," police said. A child must be at least 10 to be in the juvenile court system, Larry Irving, an investigator with the North Richland Hills Police Department, said Wednesday.

      More curious than the story itself is, why did this appear in the Money & Finance section of AOL?

          I don't blame him. If the parents raised a child with some idea of right and wrong, this never would have happened. What about that poor girl who was injured? Now they are required to have safety equipment? After this incident? Child Protective Services should take those kids away.

          They didn't say that the boy was mentally challenged. They said that under detention law, he wasn't mentally fit to be formally charged. This is a normal boy who's parents were too busy dealing with their own issues regarding moving and not their children's.

            Actually the child is autistic, and that has been in all of the local news coverage, and confirmed by the NRH police department. Under Texas law he cannot be placed in foster care (considered too dangerous), and he can't be arrested unless he is 10 years old, and this is not unusual to just Texas. According to law officials in Floriday, there had been no history of violence in Florida, where the family lived until Sunday night (this was the first night in their new home). I live in this neighborhood, and this is a terrible tragedy for this family. Make sure you have all the facts before you make judgement.
