The effort is intended to help transform southern Sudan, a region still recovering from 21 years of civil war, into the Argentina of Africa - a cattle-processing, beef-exporting machine.

Dec. 9, 2007, 1:45 p.m.I hate to be serious for a minute, but are you guys familiar with the "tragedy of the commons". When it comes to grazing on common land a free market model isn't the way to go.
