Wait a sec. It says:
The "Remind me later", followed by clicking the "Stay with Netscape" button, can be used in case one wants to keep Netscape 9 after the end of support date. For those who are keeping Netscape, the Navigator 9.0.0.6 release contains the security patches contained in Firefox 2.0.0.12.
Does that mean that people will still be able to use netscape after March 1st?

Nothing would keep a person from using the browser after March 1st. You just have to understand that no more security updates will be released for it. Jay Garcia, who is one of the developers, often has said on his site that Netscape 9 should still be safe to use for years to come.
Of course, as sites change and html is upgraded, Netscape could become nonfunctional. But, it will probably be awhile before that happens.
