Since I have goats myself, my theory is that the goat was just starting the usual goat game of 'tag' and the cows weren't any good at it.
I have watched my goats play this game with each other all the time.
Even more fun is watching a billy and a ram try to fight. The billy rears back on his hind legs, so the ram backs up to charge. The billy has noting to hit, so he drops and walks toward the ram, who charges, and the billy steps aside, follows the ram, who stops and turns toward the billy.
The billy rears up...
Rinse, repeat - maybe for an hour at a time!
