The reason being is that it applies to everyone in the world! Should have been a priority a long time ago. Good to see they are recognizing that this needs to be implemented in the school systems.

2004? Shouldn't they have started this in 1804?? Learning about financial responsibility is very important in every human beings life. Especially in the capitalist society we are living in we need to be able to budget and spend wisely or else the economy is not going to be very well off in the near future, heck it is already not very well off.
