No there have been several cases of environmentalists planting "proof" that there were endangered animals or plants in areas destine for development. One was in the CA mountains one was here in Wisconsin. Seems a botanist with the city didn't want people living next door so she stole, I mean planted, endangered specimen seeds. We have something called the Domes. Well she did manage to stop the building for a season but when the plants died because of the cold, it was all down hill for her. But it still stopped redevelopment of an abandon industrial site and caused people to be laid off.
That's what I was thinking and I didn't see anything I mentioned as ignorant.
