It is doubtful that US bases in the UK which will date back to during WW2 "have any formal agreement with the host country".
It is well known that RAF Menwith Hill is used by the US to spy on UK telecommunications traffic.

  actually every base in the uk is under a formal agreement.what is done there i cant say but every overseas base there is an agreement for.
