Wheeee! Here we go again with comparing the prez's approval ratings with congress. That sure makes ol' shrub look absolutely attractive don't it? It's amusing that you don't try and claim Clinton was unpopular worst and first.
An approval rating made for each individual member of congress would indicate that most members enjoy a plurality of support. The ones that don't, don't get re-elected. About the only ones that have approval ratings as low as bush, are the few that are under indictment or have been caught in the men's room with a wide stance.
Your poll comparisons are silly. Why a poll like that is even conducted makes no sense. If congress were EVER as unpopular as the polls have historically suggested, there would never be any incumbents. Congress as a whole always polls low, no matter who the majority party is.
