I was going to make the same comment. It is not clear from the article whether they controlled for the health of the subjects. It is possible that they did, but there is no indication of it in the report.
Obviously, people who don't need those drugs tend to be healthier and, therefore, function better. That's why they don't need the drugs in the first place.

Not necessarily. People are living to ages unheard of a few generations back, & the effects of drugs on these people certainly can cause problems not there before. Here's a report from Duke University of medicine. http://www.dukehealth.org/HealthLibrary/News/7994
There is also a critical shortage of DR's who are trained in the unique needs of the elderly, when it comes to medicine & its affects on the aged.
