Might be ignorant: but I ain't wrong.
Here's something from UT (hook 'em)
"The main source of the relative weakness of the Texas Governor can be found in the historical conditions surrounding the Texas Constitution of 1876. Mindful of the experience of Reconstruction â;; the period after the Civil War when Republican governors wielded extensive executive powers and were resisted by conservative elites in the state â;; the authors of the new constitution sought to rein in future governors. They did so by dispersing power that might otherwise be lodged in the chief executive's hands among a vast array of independently elected officials.

and I like this from the Encyclopedia Britanica:
"The constitution of 1876 outlines the prevailing structure of Texas government. The governor, elected for a four-year term, may initiate legislation, call special legislative sessions, veto bills, and appoint boards and commissions. The governor's power is limited, however, because numerous officials and executive boards are elected rather than appointed. "

And lets finish up with this:
"As governor of Texas, Bush is not allowed to appoint all the members of his Cabinet. He does not write the state's budget, and his ability to write legislation is limited by his constitutional authority and the fact that the Legislature meets only once every two years."
