In some countries it may be more effective to do as China has done. Despite my own belief that this is an infringement upon the rights of the citizen, if it works for China they should go for it. However, I question, does it work? I think I read somewhere, maybe in this very article, that rural China had a rapidly expanding population. Is this immigration from urban China or is it reproduction, as this article seems to be insinuating (why else include that if its about rising population of the world?).
"The places where population is growing fastest Ã;¢;; sub-Saharan Africa, rural China and Bangladesh"
is FTA. That seems to suggest that a limit doesn't really solve the issue, at least not everywhere. Glad I remembered where I read it.
The clear solution is a multi-faceted approach concentrating on sexual education and availability of birth control. I disagree with the author's term of "anti-Vatican". I think pro-life would be better.

Another solution is recognition of the rights of homosexuals to marry and raise children. Or another facet to my above solution, which will not be achieving critical mass for awhile yet (call me an optimist when it comes to human ingenuity). While medical science is making it possible for homosexuals to reproduce now this does not mean all of them will choose to do so. This could provide an opportunity to create family units that will not actually be adding to the over-population through adoption. Another facet would, of course, be to allow for the terminally ill to die, if they wish. I feel I have no right to decide this for them. All of this combined together could be significant in the battle against over-population. It also wouldn't infringe upon anyone's rights. Another aspect would be to simply encourage adoption, as well.
