I'm not sure aboutthe authority the White House has over Hamas, Iran and Syria which is needed to forbid these parties to talk to Israel.
I'm also not sure what can Israel talk with these parties about for as long as they refuse to accept the right of Israel to EXIST.
Regarding the "important statements released by Hamas leader Khaled Meshaal in Syria" one should consider two simple facts:
1. Israel NEVER targets civilians. Israel will gain nothing from DELIBERATE attacks against civilians.
2. Hamas, on the other hand, can not and will not prevent other terrorist organizations from attacking Israeli civilians. Please recall that every murdered Israeli is a reason for a celebration in the Palestinian streets.

I'm not sure how the authors of this opus arrived to such bizarre conclusion consireding the number of Palestinian suicide attacks against Israeli SOLDIERS.
An agreement to not target civilians may be inteerpreted as meaning an end to Palestinian rockets launched from Gaza but, as I've explained above, Hamas can always say that these missiles were launched by other terrorists who incidentally were launching them from a middle of a civilian crowd...
