We did this before and people fought it tooth and nail.
We heard that it wasn't the speed limit--that people were actually driving less because of the prices. We heard that cars and/or trucks got better milage at 65 rather than at 55. And on and on. Not sure that anyone ever determined what the case really was. As far as I could tell, most people assumed that driving more slowly saved gas, complained about driving more slowly, then did it. There were no mass arrests of speeders; it seemed like the interstates moved a little more slowly.
It took longer to get where one was going. But it seemed like when you got there you were less worn out than driving at a higher speed.
Also, those older vehicles were alot noisier--one could hear the difference between 55 and 65. Not sure you could today.
Think it was mostly symbolic. But where we are today--point and blame the other guy--even symbolism would help.
