Cuba is minutes from Florida. Russia sees itself as losing it's competitive edge as a deterrent to the American military. It looks like "grandstanding" because we are deploying those missile shields close to their borders. Let's see if someone calls their bluff.

  Are we sure its a bluff? Russia doesn't have to borrow money from China to maintain their military..
