  That is the American government for ya. They don't like gay marriages, nor immigrant marriages, even if the other spouse is American.

  I think the issue is more with individuals within the USCIS, not the overall policies, which should definitely allow a green card marriage. One type of green card visa they're unlikely to turn down is the eb5 for investors creating jobs here.
