Palestinians were offered (and rejected) a sovereign independent state so many times in the past that it should come as no surprise that they've done it again. Nevertheless, I believe that Israel should pull out of the West Bank anyway, with or without Abbas' approval. Israel should finish building the security wall/fence, declare it (unilaterally, if necessary) a border and keep it closed until the relations between Israel and the entity on the other side will justify this border to be opened.

If Israeli proposal is "unacceptable" to the Palestinians they are free to reject it. As a result they'll not have a state and will not be "compensated" with the Negev land. After all, one can bring a horse to a river but one can not force it to drink...
