I'm trying to remember, but it seems we removed radar stations from Turkey and agreed not to invade Cuba in exchange for the removal of Russian missiles from Cuba.

There is no precedent for nexus b/t Cuban dynamics and either former USSR sovereigns or Eastern Europe (apart from Turkey). In this narrow sense, we're in uncharted waters. (Note: I am not saying that the conversation MUST be this narrow, but IF is it is...then...)
