Let's see now, New York, state and city is represented by liberals or conservatives? Well just who would have thunk it! Sort of like all the voting problems in Florida's counties controlled by the same party who then said the election was tainted by all those nasty chads.

New York City has a REPUBLICAN mayor.

Most of these initiatives were started by the law and order freak Giuliani (Repubican) who was the previous mayor of New York City, and, obviously a Republican.

The fact that someone else's hands are dirty does not imply that yours are clean. From what I understand New York is one of the least democratic (small "d") States in the country. It's not surprising that it should become the testing ground for new means of controlling people (does anyone have a better way to say that, there seems to be a word for it but it's slipped my mind).
