Think about this: Regardless of which party is in power, the Congress's rating is a reflection of the public's approval of the job the CONGRESS is doing. Congress's approval rating is worse than it was when the GOP got kicked out of office because the Republicans (think of them as the lab partners from hell you had in junior high--or may you're still *in* junior high school--no matter) are dragging down the Congress's GPA by deliberately screwing up in a desperate and sleazy (oops...hope I can use that word today) attempt to derail Democrats. But the Democrats are way smarter than Republicons (and so are quite a few Americans since they've maintained that they want Democrats running their country since they got back in power in 2006). Think about that... ;-)
