    Not everything that the gouvernment does or has to do is neceseraly tto be found literaly in the constitution. (and in this case you're obviously talking about the US constitution.
    I was speaking of gouvernments in general, all over the world.

    Live becomes more and more complicated. It is (almost) impossible for normal citizen to know everything. Even on the internet information is to big and some times not to be trusted.

    However, gouvernment has the possiblily to examen all things and find out if they are harmful or not , if they should be allowed or not (e.g. killing some one, hearting some one, stealing, cheating on quality, ..etc...... should not be allowed.
    e.g. as a private citizen, I can not know if hrmones in food are bad or not. Gouvernment can, and should inform.
