The behavior of Saddam Hussein did change, albeit slightly.

The fact that he did NOT have weapons of mass destruction, has not.
The horrible instability within Iraq has changed. For the worse.
The difficult, nearly impossible logistics of erecting a new government in Iraq have not.
It would have been a much smarter idea to keep Saddam in power.
The US KNEW he did not have weapons of mass destruction.
Saddam in power in Iraq would have been MUCH easier to control than a bunch of warlords SUPPOSEDLY ran by a US installed government, that in EVERY sense of the word LACKS popular sovereignty.
Cheney had one word right. Quagmire.-
