If GW had said to the people we need to liberate Iraq instead of using the "Fixed" intel on Iraq to propagandize that Saddam was amassing huge quantities of chemical, and biological weapons as well as pursuing nuclear weapons, maybe the Congress would have given him the green light, or maybe not. Either way there is no mandate for the US to spread our form of government in our consitution.
