Basic assistance for training, food, clothing and shelter should be a joint mission between the government and private charities. Too often the training aspect is ignored. One thing to remember, that we could eliminate circumstantial homelessness in our time but some desire that life style and for that we can do nothing. The problem is further exacerbated when we can not distinguish between the two.

It is rare for a person to choose to become homeless, though it is certainly true that once they become so, a percentage do choose to remain in that lifestyle. I think this demonstrates that if more was done to assist those that are at risk, this scenario could largely be prevented.

The poverty statistics alone are mind-boggling even in US, not to mention the rest of the world.
