What you ignore is that for a while she was for it but then changed her mind. The money was then not dedicated to any project and at that point it was not an earmark. An earmark is money that has to be spent on a particular project. She then took the money and used it for infrastructure use. By doing that she sunk the Bridge to Nowhere. Why would she give money not an earmark back?
