I am not going to assume that it is safe to allow the Bush administration to manage the funds appropriated by Congress for the bailout. Based upon his history of deception upon the American people and Congress, Bush cannot be trusted with a blank check for $700 Billion. In banking, credit is determined largely by past performance; he has failed to show adequate credit worthiness.

The solution I propose is for Congress to place the funds under the management of a nonpartisan Special Master answerable to Congress or perhaps a commission selected by Congress.
