    That may be the most significant of the "other" provisions in the bailout bill. Oddly, it was the mental health parity bill that was amended to include the bailout.

      You have to understand how things work in DC
      The Mental Health parity bill has been around for 12 years but they have never been able to pass it
      If you listened to the debate in the Senate on the bailout bill you would understand why they inserted it in the bailout - it was the only way they saw to get this written into law

      Senator Domenici of NM is retiring. He is one of the architects of this bill and it is named for him. One of his daughters has schizophrenia
      Domenici's original partner in the mental-health effort was Sen. Paul Wellstone of Minnesota who died in a plane crash in 2002
      The Senate saw this as a way to honor both men - this was stated during the debate by Harry Reid

      What did they fail to consider?
      This will increase the cost of health insurance. When this occurs you will see members of Congress rush to the cameras decrying the greedy health insurance companies

      Many small businesses will not be able to afford the increased cost of insurance and will stop offering coverage
      More citizens will be without health insurance
      Again members of Congress will rush to the cameras bemoaning the lack of health insurance coverage and the rising number of Americans without coverage

      What you won't see - members of Congress blaming themselves for the problems they caused
