FTA - If President Bush issues pre-emptive pardons to prevent prosecutions, the Obama administration should form a bipartisan panel, similar to the Sept. 11 commission, to oversee an inquiry. The best person to lead such a commission? John McCain, who condemned the interrogation techniques.
