According to the article, it's the state of Michigan, not "Uncle Sam," that wants to force compliance of this sort onto all cattle-owners within its borders......

And the political party which controls virtually all political power in Michigan is the Party of the Democrats.

BTW, I agree with the sentiments of your parenthetical question.

I think it was a wise man (which one of the two actually SAID this is something we can continue to argue) who said:

"That government is best which governs least."

      It's a federal program. Ask any small farmer about it. They're upset because the government makes it very easy for agri-business and huge livestock farmers and extremely difficult for smaller farms and farmers. The larger ones can buy a single identification unit for all of their stock while the smaller farmers are required to buy a unit for each of their stock.
      
      So someone with 2000+ cows has to buy one ID, while someone with 30 has to buy 30.
      
      Another example of an anti-small farm government hard at work.
