Please provide empirical evidence that states that one person who is an elected representative of one state, is in charge of the entire federal oversight of the F's.

So, who was watching from 1995-2006? Clue, it wasn't Barney.
There is ample evidence through Richard Clarke. Yes, he was there. Powell pushed back on Bush and Cheney that to attack Iraq, when there was factual evidence concerning Al Qaeda and OBL behind the attacks, would destroy world opinion and empathy toward the US. Bush and Cheney finally conceded the point to the degree that Afghanistan would need to be first before they decided to pursue other points of interest. We have historic evidence on the success of that.
There is plenty of info on this. Had you at least looked into it prior to your response, it would make you look less like you were hoping and praying that I would be like your fellow talk show entertainer disciples and explicitly believe whatever comes through the magic box.
