The Monroe Doctrine and the Good Neighbor Policy have been irregularly followed and are now outdated. Trade rather than saber rattling or blank check foreign aid should be our major diplomatic tool. Obama's plan of payment to corrupt leaders and armies of "volunteers" will not work.Constructive engagement advised by American Hispanic business leaders is a better plan.
