It's against the law to sell raw milk in the USA, period.
But it is sold in Europe, and because the pasteurization process also destroys some proteins and enzymes, there are a lot of people who want raw milk.
Right now, the only way to do it in the US is to create a ridiculous legal structure where the interested party either buys or leases the dairy animal, and pays the farmer a fee to milk it. Although the physical process is no different than it would be if the farmer just milked the cow and sold you the milk, this legally is a structure where you are consuming the milk you produce and the farmer is your employee.
Insane, isn't it?
You may have noticed that small local dairies are somewhere between scarce and nonexistent these days. It is because USDA regs are tailored towards agribusinesses, and impose conditions on small dairies that are both preposterous and financially prohibitive.
I know. I buy some of my cheese "under the table" because it is produced on an artisanal scale at a local farm.-

I live in the EU, and I can tell you that I see people caught by the cops for selling raw milk. It's not "legal" by any means, and it's use in stuff like cheese and clotted cream is tightly controlled.

The people in the food bank had nothing to do with raw milk. I read the story elsewhere. As it mentions in the article, what it does have to do with is based on an application of the law that proved a man could not grow wheat on his own land, even if it would not be sold, and was solely for his own consumption, because it would affect the interstate commerce in wheat by even a penny.
