As of this morning at least Gov Rod is hanging tough. As I understand the situation, there is no precedent for this in IL law. So they have to develop criteria under which to find him guilty. There may also be a long delay if Rod refuses to testify.

My understanding is that they do not have to find him guilty in the criminal sense of the term. A conscious decision or effort to break the law does not have to be proven. So if the IL House passes the indictment and the majority of the Senate votes to impeach, he cook be unemployed by end of Jan.
