1) they didn't want them back because it would cost them money or the fact that they would have to charge them and try them. Pakistan didn't want to send them back because the proof was hearsay or because they might kidnap whose plane?
The article was poorly written and I couldn't even tell who wrote it -

I agree with rightfromwrong that this story was so poorly written a reader cannot tell what it's trying to say. Then it occurred to me. . it's been outsourced! This is what all our news will be like soon. Instead of paying a good reporter you can just tell some foreigner what you want him to say and he'll say it. . . poorly!

What I get out of the article is that Pakistan is holding some terrorists that it captured ( that would probably be Indian terrorists or possibly CIA type operatives. )

India seems not to want them because of the possibility of having to admit that they were terrorists sent by India or a partner of India.
Finally it seems India would rather Pakistan hold them so that India could use the refusal as a propaganda tactic and there would not have to be an admission that it was Indian terrorists sent into Pakistan. -

India has never refused. In reality India has requested, suggested and even demanded to handover the culprits and its Pakistan who has refused because they are trained by their military and worried they will confess it if India interrogates them.
