I really didn't understand what the story was trying to say
1) they didn't want them back because it would cost them money or the fact that they would have to charge them and try them. Pakistan didn't want to send them back because the proof was hearsay or because they might kidnap whose plane?
The article was poorly written and I couldn't even tell who wrote it

  Indian Govt. asking handover of terrorists from Pakistan Govt. The story pointing out the desire of Indian people not the Indian Govt. regarding the further steps that could save more terrorists attack in India.
