What I get out of the article is that Pakistan is holding some terrorists that it captured ( that would probably be Indian terrorists or possibly CIA type operatives. )

India seems not to want them because of the possibility of having to admit that they were terrorists sent by India or a partner of India.
Finally it seems India would rather Pakistan hold them so that India could use the refusal as a propaganda tactic and there would not have to be an admission that it was Indian terrorists sent into Pakistan.
