There is, but that's not even the problem I'm seeing with it here in AL. What really concerns me is the deception being used to get laws like this passed. People are voting for "Home Rule" under false pretenses with wrong information about what it really means. Once they do find out, they're extremely upset and become of the biggest proponents in getting Home Rule repealed.
