Why? Who grants the license and for what purpose? The license is given to persons who are capable to do a job. The license has no moral code/religious attached.

The first amendment says the government shall make no law with regard to the exercise of religion. We do not allow satanists to offer human sacrifice because that violates another law. But for a religious person to be toldl they may not to limit their practice due to personal conviction might be crossing the line of the first amendment. Besides I know heart doctors who stopped operating on patients due to the spread of HIV. I know of many others in the medical field who stopped doing anything which would require them handling blood which might enter their own blood stream by error. They may still perform some medical service but they stopped certain activiities. Most government facilities do not REQUIRE personnel to handle body fluids. It is completely voluntary if one does. They are given the choice.
BUT you would require a doctor to handle fluids and treat patients they feel uncomfortable treating for a variety of reasons. Again it is an intrusion into personal freedom of choice. For what reason? Upon what basis?
