Newsflash: Use a source a little more credible than Wiki for a history on the Echelon program
It just isn't the US and UK - it is a global network of computers

Echelon can be traced back to 1948 - to a secret pact signed in 1948 by the U. S., Australia, Britain, Canada, and New Zealand—the countries running Echelon's main listening posts .
