Soldiers still waiting for tour bonuses »

Pentagon spokesman Bryan Whitman acknowledged the five-month delay in paying the bonuses and said the Defense Department is working on a plan to start paying the almost 13,000 soldiers currently under the Army's stop-loss orders. Although Defense Secretary Robert Gates wants to end the policy, the number of soldiers affected has risen since the middle of 2007.

    If my figuring is correct: that adds up to less than $33 million.
    Seems like a foolish place to drag ones feet.

    Research, Development, Test, and Evaluation..$78.6 billion
    Procurement...$143 billion
    Operation and Maintenance..$241 billion
    Military Personnel...$129 billion (this includes retirement and benefits).
    This is not the complete DOD number ($653 billion before supplementation's and the slip into the next year trick)

    Less than 1/2400th of R.
