Pluto and its neighboring hunks of rock are far too small to be considered planets. At one time, wasn't Pluto most likely a moon of Neptune?

Pluto is now considered to be basically the start of the Oort Cloud, an icy leftover from the formation of the solar system and the home of comets. The problem with keeping Pluto a planet is, there are objects as large and larger than Pluto in this Oort Cloud, possibly in the hundreds or even thousands. Most of this material, Pluto included, are made of ice and would evaporate if brought in closer to the Sun, as comets do.
