The Dalai lama has been remarkably restrained in his utterances - even for a Buddhist.

This pronouncement seems to be marking a change of course.
With some health problems of his own and without any evident right-hand deputy/successor evident it is worrying what may happen when he is no longer able to fight the good fight.
The situation is already close to a tipping point beyond which recovery will be impossible and the railway to which Dionys refers poses a great threat of Tibet's continuing violation.
